In a recent video AMA, Instagram Head Adam Mosseri said that video quality on the platform is determined by popularity, which means that videos with more views will be presented in higher quality. In comparison, those with fewer views may be degraded.

Mosseri explained that if a video is not watched for a long time, Instagram reduces its quality to conserve computing resources. 

"We want to show the highest-quality video we can..." But if something isn't seen for a long period, we'll switch to a lower-quality video."

With Meta overseeing a massive 4 billion video streams each day on Facebook alone, this adjustment allows resources to be focused on content that truly generates engagement.
